TOWN OF OREGON PARK COMMITTEE

The meeting was called to order.
The minutes from the previous meeting were read and were approved as read.
The meeting was turned over to Andy Blomstrom as the spoke person for the residents of Madsen Circle. Andy indicated that they were here to show support for their neighborhood park becoming a Town Park and that the owner is willing to sell the property in order to keep it a neighborhood park. He indicated that the neighborhood would consider maintaining the mowing and that the existing play ground equipment would be removed. Steve indicated that the existing equipment would be considered a liability and would have to be gone before there would be any consideration of having it becoming a Town Park. Andy indicated that the property in question consists of two lots, one along side the road and the second lot along side the backside of the first lot. Both lots would have to be purchased to allow excess to the second lot.
There was no discussion on purchase price or value other then Andy indicated that he was instructed many years ago to appraise second lot at the lowest rate to keep the taxes low.
Steve indicated that the whole Park Committee would like to visit the property during their next meeting which will be April 13 and invited all residents to be their around 7:00 pm to answer any questions we may have. The Park Committee would then reconvene at the Town Hall to complete their meeting.
The board continued discussion on purchasing and maintaining the park in the future.
The survey at Kennedy Park is on hold due to the snow. However it should be completed within the next two weeks. There will also be a survey done to determine if the neighboring shed is on park property. Dane County is requesting this documentation before proceeding.
Kathy Esch is taking care of a sick relative and will not organize any tree plantings this spring.
There was a very successful maple syrup tapping at Anderson Park. The Friends of Anderson Park are hosting a bonfire in May. The dog park has been approved, but won’t be operational until 2017. The surrounding land will be pulled out of the lease early to start planting a buffer around the dog park. The internal park will be developed as a prairie. The organic farm plots and money for the well has also been approved.
The current scout projects will reconvene this spring. Currently there are no new Eagle Scout projects.
The tree trimming has been completed and the dead trees at the Town Park have been removed.
Bob researched quotes for a new park sign. The lowest quote received was from Signs by Tomorrow for $848 and he received much higher quotes from other companies. Bob will also contact Lundgren Sign for a quote.
Jim Herman contacted Steve about an elm tree that is on the property line between his property and the town park. Steve looked at the tree with the arborist and it will cost $350 to take the tree down. Steve offered for the town to pay $200 if the homeowner covers the rest. The homeowner agreed to cover the additional cost to remove the tree. Allen moved to approve a cost of $200 to remove the elm tree and Bob seconded the motion. Motion carried.
Gary Wackett would like to change the forfeitures for the town park ordinances. Steve Root said the town will create a fee schedule that will be reviewed annually and changed by resolution.
The next meeting will be Monday, April 13, 2013 at 6:30pm. This meeting will then adjourn for a field trip to look at the property at 5824 Madsen Circle for a possible Town Park.
Allen moved to adjourn and Bob seconded the motion. Motion carried.
