TOWN OF OREGON PARK COMMITTEE

The meeting was called to order.
The park committee minutes from November 17, 2014 were approved as written. Motion carried.
Kate Huska, 1488 Ravenoaks Trl., and her son Lucas Huska were in attendance to satisfy a requirement for a Boy Scout merit badge.
The individual that vandalized the Town Park apologized at the December Town Board meeting. He was remorseful for missing the park committee meeting in November. The town will monitor if the damaged tree will survive over the winter.
Steve received a request for a memorial at the Town Park in honor of Peter Jeffris, an Eagle Scout, that passed away in Colorado. His parents are residents in the Town of Oregon. A presentation will be made at a future Park Committee meeting.
Steve made a list of upcoming projects at the town parks.
The Town Park needs repainting of the parking stripes and crack sealing on the asphalt trail. The sign is fading due to the sun. Bob Johnson will look into the cost of a new sign that is resistant to ultra violet light. He will look at the condition of signage at other parks in the town. The committee has discussed having dog waste bag dispensers installed for an Eagle Scout project. There have been complaints about people walking their dogs off leash and not cleaning up after their dogs. Steve would like Bob to look into purchasing a larger sign that dogs need to restrained at all times and picking up after their dogs. Josh reported that a town resident contacted the sheriff’s department about two dogs that were attacking her dog and the owner received citations. Josh reported that trail restoration is on hold until the ground is dry. Al will look into replacing, repairing or removing the Leopold bench.
Steve will look into the cost of replacing the fiber mat around the playground equipment at the Town Park, Raven Oaks Park and Kennedy Park.
The Eagle Scout project at Bi-Centennial Park will start again when the weather improves and should be completed before summer begins. The picnic table was delivered and is currently in storage.
The town will continue with trail maintenance. Public works will spray weeds along the trails at the Bi-Centennial Park, Town Park and Raven Oaks Park to prevent encroachment.
The survey at Kennedy Park has been postponed until the weather improves. Public works has completed trimming the trees and the brush has been cut near the playground equipment. The golf cart shed needs to be removed from the park property this spring. The rope pullers are planning to do more enhancement around their apparatus.
Hillcrest Park has a possible Eagle Scout Project for a shelter. The neighborhood association should put together a proposal.
Raven Oaks Parks needs trail maintenance and fiber mat replacement.
The proposal from Nicholas Tree Service was received. The cost to trim the oaks and elms along the trails at the Bi-Centennial Park is $800. The trees will be dropped and left to go back into nature. The second estimate is $2,700 to remove the oaks and elms branches along the trails at the Town Park. Josh moved to approve a cost of $3,500 from Nicholas Tree Service for tree trimming at Bi-Centennial Park and Town Park and Al seconded the motion. Motion carried.
Steve said the following have been discussed as potential Eagle Scout projects: Dog waste bags, arborist signs, improvement of the trails and the shelter at Hillcrest Park.
The next park committee meeting with be held on Monday, February 16, 2015 at 6:30 p.m.
Al moved to adjourn and Bob seconded the motion. Motion carried.
