Monday February 16, 2015 @ 6:30pm

Present:  Steve Root, Bob Johnson, Allen Miller & Josh Nordstrum

Absent:  Jeff Nelson

The meeting was called to order.

 Al moved to approve the park minutes from January 19, 2015 with the correction of changing the cost from $3,400 to $3,500 from Nicholas Tree Service for tree trimming at Bi-Centennial Park and Town Park and Bob seconded.  Motion carried.

Kathy Esch was present to discuss tree plantings in the town.  Kathy purchases trees from McKay Nursery because they provide bare root trees.  Kathy will coordinate and organize the volunteers to plant and water the trees.  Future tree planting would include Kennedy Park, Hillcrest Park, and the Town Park.  She is also working with Roe Parker for tree plantings at the Anderson County Farm Park.  Bob has a watering system that could be used for this project.  Steve suggested 6 shade trees at the Hillcrest Park to block the western sun.  The trees would be native species and medium growth.  Kathy will meet with Steve and Josh at 1:00 p.m. on Thursday, March 5, 2015 at the Hillcrest Park and after go onto Kennedy Park.  Steve would like create a tree buffer along the vacant property line at Kennedy Park.  Kathy will take a closer look at the trees in Kennedy Park to see if they will make it.  There was discussion of tree disease.  A town resident has offered to donate money for trees, therefore the project costs should be very minimal as the work is performed by volunteers.  Kathy confirmed that the town had insurance coverage for the volunteers.  Kathy will put together a proposal for the next Park Committee meeting.    

The Town Board suggested Steve contact Dane County over the removal of the shed that is on the town’s property at Kennedy Park.  Steve has been in contact with Pat Klinkner, Dane County Zoning Inspector.  Pat has visited with the homeowner and given him two weeks to remove the shed.  Mr. Klinkner warned the property owner that if the shed is not moved, it could be a potentially expensive court case.  There are also other possible zoning violations on the property.  The county will continue to monitor the situation and take further action as needed.  The property survey at Kennedy Park is scheduled for March weather permitting.

The tree trimming at Kennedy Park and Bicentennial Park will be completed during the early part of March. 

Town resident, Barb Hill, contacted Steve about two dead oaks at the Town Park that could fall over and damage her shed.  Steve viewed the trees and agreed that the trees need to be dropped.  Steve estimates the costs to be around $600.  This work could be included with the Nicholas Tree trimming work already planned in the town parks.  Bob moved to approve a cost of $600 for tree trimming at the Town Park and Al seconded the motion.  Motion carried.  Steve will present recommendation to the Town Board.

Steve is working on getting costs for fiber mat replacements for around the playground equipment in the spring.

Bob has looked at all the signs in the town parks.  He presented pictures of the signs.  The Raven Oaks Park sign needs a little touch-up paint, but most of the town signs like that are in excellent condition.  The sign at the Town Park needs to be replaced.  Bob received a quote of $158 for a metal sign.  A sign also needs to be installed at the west end of the Town Park.  The park committee discussed having the Town Park sign be wooden to match the signs in the other town parks.  The Town Park sign was different from the other park signs because it was part of an Eagle Scout project and completed before purchasing the wooden signs.  Bob will look into the cost of a wooden sign.  Steve will coordinate high school volunteers to paint the Raven Oaks sign.

The Park Committee reviewed Chapter 4.25, Regulations of Parks and Navigable Waters.  Page 4-10:  Bob questioned the wording under Permits 4.25.020(a).  He believes that assemblies and speeches should not be included due to recent changes in the law.  Steve will ask Denise to verify.  Page 4-11:  Steve would like to verify with town constable, Gary Wackett, that the speed limit on the Town Park Road is 15 m.p.h. as indicated under 4.25.080(d) General Regulations.  Page 4-12: Steve would like to increase the penalty from not less than $10.00 to $50 under 4.25.110 Penalties.  Page 7-3:  Steve would increase the kennel license from no less than $35 annually to $50 and plus $3 for each dog in excess of twelve to $5 under 7.05.100 (b)(1) Dog Kennels.  Page 11-32:  Steve would suggest a change under 11.35.020 (a) Land Dedication to read, The Town Board upon joint recommendation from the Plan Commission and the Park Committee shall have sole authority to determine the suitability and adequacy of park lands proposed for dedication.  Page 11-33:  Steve recommended a change under 11.35.040(c) Design and development of park area to read, The Town Board may require certification of compliance by the Town Park Committee.  Under 11.35.040(a) add the wording, as defined by the town plan.  Under 11.35.0409(e) to read, at the discretion of the Town Board.  Josh recommended increasing the fee under 11.35.050 Fees in lieu of land from $600.  Steve suggested increasing the fee to $1,000 to be on par with other municipalities in the area.   Steve suggested 11.35.050(a)(2) to read, The fee per dwelling unit maybe adjusted annually by recommendation of the Park Committee.  Steve suggested 11.35.050(d) to remove the wording Park Fund.  Bob moved to approve the ordinance changes suggested and Al seconded the motion.  Motion carried.  Steve will present ordinances changes to the Town Board.

Josh asked the committee about installing a memorial bench in Hillcrest Park for a neighbor that recently passed away.  Steve suggested having the neighborhood put together a proposal and present to the park committee.

The next park committee meeting with be held on Monday, March 23, 2015 at 6:30 p.m.

Steve moved to adjourn and Bob seconded the motion. Motion carried.
