TOWN OF OREGON PARK COMMITTEE

The meeting was called to order.
The minutes from the previous meeting were approved as read.
The meeting was adjourned at 6:35pm for the board members to make a site visit of the proposed park area on Madsen Circle. The park members will view the property, but no discussion or decision will be made.
The meeting was reconvened at 7:45pm.
Root explained that the next step is to have a third party appraisal. Johnson moved to approve a third party appraisal of the property and Nelson seconded the motion. Motion carried. Motion was amended to include a cost of up to $500 for appraisal. Motion carried. The committee discussed having the property cleaned up before purchase.
Root presented an email from Dave Frankson regarding the landscape timbers at the Town Park. The committee would like to replace the landscape timbers along the trails. The timbers would need to be spaced at least 6 feet apart to accommodate a mower. Root will look into the boy scouts replacing the timbers as part of a service project.
The elm tree at the Town Park that was on the property line with Jim Herman was removed. Mr. Herman paid $175 towards removal. The town will cover $175 for a total cost of $350.
Troop 50 would like to replace the bench at Bi-Centennial Park and add a bench with a plaque thanking Mr. Wohlin for his work with the scouts. Johnson moved to approve the addition of two benches at Bi-Centennial Park and Nordstom seconded the motion. Motion carried.
Root will contact the rope pullers regarding maintenance of their area at the park.
Nordstrom has been approached by several neighbors about the possibility of installing a basketball court in the Hillcrest Park. Steve suggested that the neighbors make a presentation including cost to the park committee. The town has historically and will continue to not allow organized sports in town parks.
Johnson contacted Lundgren Sign to replace the Town Park sign. A plywood sign would cost around $158. A foam sign would cost around $850. Johnson received three quotes around $850, but cost could vary depending on design. All the other park signs are made from the foam product. The members agreed to keep all the signs the same. Johnson will get an exact quote to present next month.
Steve has a volunteer group from the high school available to stain the Town Hall gazebo. The town will provide the supplies and materials at a cost around $200. Nordstom moved to approve the purchase of $200 in materials and supplies to stain the town hall gazebo and Nelson seconded. Motion carried.
Steve will present to the Town Board the park committee’s motion to get a third party appraisal of the proposed park area at Madsen Circle. The owner would like the town to make an offer. The proposed park area is two parcels. The front parcel is currently assessed at $6,400 and $1,400 for the back parcel. The property taxes for the two parcels are paid. Wayne Ace appeared and asked questions about the site visit. Ace suggested having the town remove the old park equipment. The front parcel is a buildable site and the park board discussed the possibility of transferring the building rights to another location on the farm.
The next meeting will be Monday, May 18, 2015 at 6:30pm.
