TOWN OF OREGON PARK COMMITTEE
Monday February 17, 2014 @ 6:30pm
Present: Steve Root, Allen Miller, Bob Johnson, Josh Nordstrum
The meeting was called to order.
The minutes from the previous meeting were read and approved,
Steve gave a recap on the current Eagle Scout projects on hold: Gazebo at Bi-Centennial Park – Jeremy Bono, Trail Improvement at Bi-Centennial Park – the individual has not contacted Steve, but maybe awaiting troop approval. Steve will let the troops know that the town has projects available. The exercise stations at Kennedy Park by Mike Lucas are also on hold
The Hillcrest Park neighborhood held the first annual Christmas tree burn this year. The neighbors and the fire department were notified. The Hillcrest Park neighborhood are planning a park party this summer and will extend an invitation to the Park Committee. The shelter request from the group is also being considered as a possible Eagle Scout project.
After the snow is gone, Steve will contact the rope pullers to get back into setting up at Kennedy Park. Also, Steve will be giving Josh a walking tour of all the parks. Steve will also give a brief update on what has happened and what he sees happening in the future at the town parks.
Steve attended the Friends of Anderson Park meeting with Dane County where the Friends entered into a formal agreement with the County. This will allow the group to ask for monies from the County to improve the park. There are other parks that have entered into similar agreements. In order for the Friends of Anderson Park to enter into this agreement, they need to be incorporated and apply for 501(3c) status. There is an endowment fund of $150,000 from the Anderson family that is earning interest, plus a spend-down account of $100,000 to get the park started. This is the account that pays for the driveway construction and snowplowing costs from the town. The town has spent 90 minutes so far this season to snowplow the entrance to the park. The county will be billed at the end of the season. The Friends of Anderson Park have a website. Their plan is to have an interactive website. Dane County has approved the master plan for the park that was presented at the last public hearing. Dane County has also taken a position that if any organized sports asks for space, the county will go through the Town of Oregon before the county will enter into any discussions. The town doesn’t want to enter into any type of organized sports because the infrastructure doesn’t support it. The committee reviewed a map of the park. The county has hired Gloria Schroeder to support the agricultural process and organic farming. The county has agreed to allow tapping of the maple trees again this year. Operation Fresh Start is a county program that has been working at the park cutting buckhorn. The county is planning for a tree inventory and trail identification. They are hoping for a walking entrance in the Village of Oregon near a cul-de-sac. It is possible the county may issue archery permits for deer hunting depending on the deer population.
When the town developed the initial 5 year plan of the parks, it was decided that the town would not support organized sports. There is a sandlot baseball diamond at the Raven Oaks Park.
The next meeting will be held on Monday, March 24, 2014 at 6:30 p.m.
Al moved to adjourn and Bob seconded the motion. Motion carried.
