Monday July 15, 2013 @6:30pm


Present:  Janine Jensen, Jeff Nelson, Steve Root, Bob Johnson

Also present:  Shelby and Dick Richardson and Kurt Steberl. 


The meeting was called to order.


The minutes from the previous meeting were read and were approved as read.


Mr. & Mrs. Richardson appeared before the committee to represent the Tug of War team and Mr. Steberl is a neighbor of the Kennedy Park, where the Tug of War team practices.  A short history of the team was presented.  It began in 1970 and is a member of the US Amateur Association.  They are a self-funded organization and have about 25 pulling members.  They have used Kennedy Park since sometime in 1978.  The members have made an effort to keep clean the area of the park that they use.  The club presented a proposal to the Park committee about some improvements that they would like to see in the park.  The club would like to help plant some trees and to create a fitness trail, which would contain several stations with different exercises that the club would use to increase their strength.  The club also uses the Kennedy Park circle for various workouts.  The club would like to move to the top of the hill, while retaining the sand pit.  They would like to request a storage container for their equipment and also a hot coal receptacle.  They are also requesting a change in the park hours for their use.  Instead of needing to quit at “dusk” they would like to continue to use it until “dark”.  They would also like to install benches for spectators with mulch underneath and they would replenish some sand in the sand pit.  The club proposes doing this work in the fall, in preparation for the 2014 season, in which the national competition will take place in Madison. 


The committee held some discussion on the request.  The club has agreed to smooth out any ruts that might appear in the park.  Steve informed the club that they would need to make a formal request of the Town Board for the change in hours, since the hours are posted for all of the parks.  The committee recommended that a buffer zone planting could be done to make the proposal more appealing to the neighbors.  There was also some discussion about use of some portable carports that could be used to keep the pulling area dry.  Steve was concerned about possible vandalism, so it was agreed that if used, these structures would only be used during the pulling season and then removed.  Steve moved to accept the proposal and perhaps provide some limited funding toward the project and Bob seconded the motion.  The neighbor was asked for his opinion and he seems to be content with the proposal.  Motion carried.  Steve will take the proposal to the Town Board and invited the club to appear before the Board to show their support.  And Steve will see that a survey is done if the neighbors request it. 


The Della Street playground equipment for $5000 has been paid for and taken apart on July 7th.  The equipment is from Playland and a representative will be available on site when the neighborhood group gets together to install the equipment, most likely in a week or two.   The Town Board approved the Della St. playground equipment, but it was decided to use pea gravel for the matting instead of rubber or wood chips. 


Steve reported that it seems that someone has been mowing the non-woodchip trails in the Town Park.  Part-time help has been hired to help with the mowing for the summer.  Steve also reported that more woodchips are needed for the trails.  Steve will be in touch with Boys and Girls Scouts to see if they would be interested in working on the chips as a service project. 


Steve reported that he checked into a liability issue for the Township and he reported that there is no liability in connection to the Tug of War pullers. 


The donated maple trees by Mr. Nathan Hegg have been placed at the Town Park.  Bob Johnson offered to water the new trees in the next couple of days. 


July 27th will be the date for the next “Friends of Anderson Park” meeting.    


The next meeting will be Monday, August 5, 2013 at 6:30pm. 


Jeff moved to adjourn and Bob seconded the motion.  Motion carried.
