TOWN OF OREGON PARK COMMITTEE

The meeting was called to order.
The minutes from the previous meeting were read and were approved as read.
The town crew did preparation work for the new playground equipment to be installed at Hillcrest Park on Della Road. The new playground equipment will be installed sometime near the end of August. The residents requested to take the red pieces to be powder coated for a cost of $2,000. The other pieces were hand painted, however the paint wouldn’t adhere to the red pieces. Steve said the amount of money spent so far is not that much and the town approved $11,000 for this project. Bob moved to approve $2,000 for powder coating of red pieces and Al seconded the motion. Motion carried. Steve will present to the Town Board.
Steve reported that the unknown volunteer cutting at the Town Park is still unknown. Andrew Frymark will be doing volunteer work to maintain the trail at Bicentennial Park. Currently he lives in Madison, but he works in the area and goes over during his lunch hour to walk the park. Steve suggested putting an article in the next town newsletter asking for volunteers to help with maintenance in the town parks which would put less strain on the town crew. Steve said the rope pullers have agreed to maintain their area at Kennedy Park and he will ask them to oversee the park equipment. Hillcrest Park will be maintained by the residents so Steve feels that there is a good start to covering the town parks with volunteers.
Steve will present the rope pullers proposal to the town board tomorrow night. The neighbor that complained about the pullers called Steve and was very supportive of the agreement. The issue of the port a potty was discussed and the board is not in favor of it unless it can be camouflaged and the pullers would have to maintain it. The rope pullers have asked to pull past dusk and Steve told them to get approval from the town board. If the pullers are allowed to extend their hours past dusk, then Steve would want them to park their cars on the roadway so to avoid car lights into the houses. The rope pullers will have a longer season next year because the 2014 Nationals are being held in Madison. The pullers may ask to extend their use of the park from 3 days to 5 days and Steve told them that they will need to get formal approval from the park & town board at that time.
Steve attended the Friends of Anderson County Farm Park meeting on July 23, 2013. The group is still in the process of organization by creating the constitution and bylaws. There was a representative from the county at the meeting. The group discussed projects to start this fall such as getting rid of invasive weeds in the wooded areas and a chain saw certification class on sight sometime in October. Steve said from a safety aspect there should be a parking lot before any clean-up effort would begin. Laura Guyer at Dane County emailed Steve that the county would have $5,000 to $10,000 available to create a parking lot if the town crew would be able to do the work. Steve said it maybe possible for the road crew to do this work sometime in September. There was discussion about the size and location of the parking lot. Steve moved to request that the town crew in conjunction with Dane County create a parking lot at the Anderson County Farm Park this fall and Al seconded the motion. Motion carries. Steve will present to the Town Board.
Steve reported that two benches have been removed from Bicentennial Park. Steve thinks the benches may still be in the park. The road crew will work on trail maintenance now that road work has been completed. The part-time mower hired this summer doesn’t week whack, so Steve plans to discuss with the town board that in the future the part-time mower is able to weed whack and do trail maintenance.
Steve explained the parks budget and will obtain a full report next month.
The next meeting will be Monday, September 9, 2013 at 6:30pm.
