TOWN OF OREGON PARK COMMITTEE

The meeting was called to order by Steve Root.
The minutes from the previous meeting were read. Bob moved to approve the minutes and Mark seconded the motion.
Mike presented his proposed Eagle Scout project which would be to create the walking trails based on Max Schmidt’s project in Ravenoaks Park. His project would include the installation of 18 erosion bars on the proposed trails. These bars would be a combination of purchased materials and downed trees. Mike is uncertain about the cost, but will present additional information at the next park meeting. Steve has walked the site with Mike and the leader for troop 168. The slope of the proposed trails is very steep in certain spots. The scout leader has indicated to Steve that the placement of the 18 erosion bars would indeed constitute an Eagle project. This project would also assist in blocking a portion of the trails that have been used by ATV’s, by placing some timbers to delineate the boundaries and prevent motorized traffic from private property onto park land. Raandi moved to approve the project of the 18 erosion bars. Bob seconded the motion and motion carried.
Mark led the discussion about Ravenoaks Park. One item of discussion involved one neighbor who is concerned about the boundary and placed a tire swing on town property. Raandi will let the neighbor know that the swing must be taken down. Also, Mark checked the play structure. One post needs the screws to be tightened and the S hooks on the swing need to be crimped. Steve reported that he had a conversation with Carrie Woodward a resident of Ravenoaks, who expressed the desire to organize a neighborhood crew to spread woodchips in Ravenoaks and he informed her that when her committee is ready, to come before the committee.
Steve reported that the bushes planted on the left side of the park will be left as is to create a firm boundary unless it really gets overrun. The neighbor has requested that it remain as is.
Max Schmidt has completed the work on his project and his paperwork has been signed off and turned in. Max will make a final report to the committee and town board when the Boy Scout office approves it.
Chris Shrader’s project of tree planting in the Town Park, with Kathy Esch, being advisor for this project was completed in May. He had a terrific crew and the work was done in about 5 hours. His paperwork has been signed off and hopefully will be giving a report at the next meeting.
On Tuesday, May 10th, the Oasis club from OHS met to clear brush in the Town Park. Randall Schmidt is their leader and he, 5 young men and Steve Root worked very hard in the park, all the while the leader made the experience to be educational for the participants. As a result of the work, there was a large amount of brush that needs to be transported to the TORC. Steve was very pleased with the project and is hopeful that the Oasis club will be interested in future projects.
Several neighbors from the Sheil Park approached Steve about improving their neighborhood park. Steve encouraged them to create a committee to suggest improvements. The neighbors are discussing the possibility of a shelter. Steve expects to hear from them before the end of the summer.
The committee has received notification from the DNR about new signage requirements, indicating that a sign must be displayed by the entrance to the Town Park. The sign must be made of aluminum and installed by October 27, 2011. Bob will look into getting this completed.
It was reported that the picnic table in the Town Park is not longer secured, nor is the bike rack. In one case, the cement holding the anchor has been pulled from the ground. Raandi mentioned that it appeared to her that one of the benches might also be loose and that a blue chair has been dumped in the park. This will be looked into.
Steve had the opportunity to tour the Bicentennial Park with the Oregon Webelo Cub Scouts and reported that scouts really enjoyed the experience.
The next meeting will be Monday, June 13, 2011 at 6:30 pm.
