The meeting was called to order by Steve Root.
The minutes from the previous meeting were read. Motion made to approve. Motion carried.
Steve reported that he attended the Town Board meeting and presented the quotes from Nikolas Professional Tree & Shrub Care. One of the Supervisors on the Board reported that local governments need to post any purchases from $5000 to $25,000. Bids are not required but the opportunities need to be noticed. This notice will appear in Thursday's edition of the Oregon Observer. A contract could be awarded as early as Monday, March 16th. There is some need for expediency due to the need to trim oaks early.
Steve indicated that he would like to have the authority to spend up to $12,000 for tree cutting and trimming in the Bicentennial Park. Mark moved that the committee authorize Steve to award the bid after opening all submitted quotes. Janine seconded the motion. Motion carried.
Steve made a presentation on the proposed tree planting to the Town Board. He requested approval for purchasing 30 trees for the planting in the Ravenoaks and Kennedy parks. Steve met with Kathy Esch and an arborist to select the trees, which include: lindens, white spire birch, and sugar and red maples. The birch will be planted in Kennedy Park. The trees have been ordered and Steve will go to pick them up when they arrive.
The committee has received notification from the DNR that the funding will expire June 30, 2009 and if an extension is needed, it must be completed by June 15th. The committee hopes it won't need an extension, but Steve has not heard from any of the potential Eagle Scouts about projects, which could be used towards the town's matching funds. If the projects don't come through in a timely fashion, the committee may have no options but to request the extension.
On a related note, there may be a potential scout project in the Della Street park.
Steve attended the Town Planning Commission meeting. There was some discussion about proposed bicycle paths and funding issues, however it was decided that there is not sufficient time this year to process a request for the Dane County Bike Path project, but perhaps next year.
It was decided that the only work that the committee will schedule for this spring is the tree planting sessions.
Steve was unable to attend the meeting about the Emerald Ash Borer but Dane County will send printed information for our reference.
The next meeting will be Monday, April 13, 2009 @ 6:30pm.
