TOWN OF OREGON PARK COMMITTEE



Monday February 23, 2009 @ 6:30PM

Present: Steve Root, Janine Jensen, Mark Brylski, Bob Johnson
Also present: Kathy Esch, Kevin Kox

The meeting was called to order by Steve Root.

The minutes from the previous meeting were read. Motion made to approve. Motion carried.

Kathy made her presentation on the proposed tree planting for this spring in the Town of Oregon, which will be on April 25th with planting in the Ravenoaks and Kennedy parks. Kennedy Park will get 8 new trees. The planting in Ravenoaks will begin at 9:30am and begin in Kennedy Park at 1pm. Kathy feels that there are enough Scout troops that have volunteered to cover the necessary labor in the parks. Basically, the procedure will be the same as last year. Steve will pick up the trees, all of which are native to Wisconsin. Bob moved to approve the expenditures and Mark seconded the motion. Motion carried. Steve will make the recommendation to the Town Board at their next meeting.

Nikolas Professional Tree & Shrub Care has completed the tree cutting in the Town Park. The invoice has yet to arrive. They have evaluated the trees in the Bicentennial Park, and have provided 2 estimates for work done in the park. The first proposal came in at $14,500 for removal of all dead and leaning trees over the hiking trails and parking lot. The second estimate is for a smaller scale of work and came in at $12,000. The Bicentennial Park has its own source of funds for this type of work. The Town crew is not interested in attempting this type of work. After some discussion, the committee felt a second quote should be acquired before a final decision is made. Steve will get another quote before the next meeting.

Kevin Kox discussed a need for a controlled burn in the prairie of the Bicentennial Park. The committee needs to review this issue this spring. This could potentially be an Eagle Scout project for this spring. He also asked about grooming of ski trails during the winter. It was agreed that this type of maintenance needs to be a "community action." It was discussed that the future decisions regarding the park will be tied with the Town's land use plan. This could also involve the recent purchase by the County of the Lyman Anderson farm and the proposed park.

Steve plans on attending the next Town Planning Commission meeting. He anticipates some discussion about proposed bicycle paths and funding issues. He will report back to the committee. Steve also plans on attending the County's meeting on the Emerald Ash Borer.

At the next meeting the committee will schedule work with more wood chips which will be added around the playground equipment.

The next meeting will be Monday, March 9, 2009 @ 6:30pm.

Bob moved to adjourn and Mark seconded the motion. Motion carried.
