TOWN OF OREGON PARK COMMITTEE

The meeting was called to order by Steve Root.
The minutes from the previous meeting were read. Motion made to approve as read. Motion carried.
Tom Wollin presented estimates of cost associated with the signs for his Eagle Scout project. He presented details on construction and cost for both signs, which will total approximately $2318. The committee then had significant discussion about the proposed locations of the signs. One major concern is vandalism. The committee will need to decide if one sign will be located at the road entrance to the park, with the other closer to the woods, or if both signs should be installed near the road entrance. The committee tabled that issue but informed Tom Wollin that the committee was very pleased with his proposal. Steve made the motion to forward the cost estimates to the Town Board. Bob seconded the motion. Motion carried. Steve signed off on Tom's proposal, and now Tom will make his presentation to the Scout Council. Bob will appear before the Town Board and formally present the proposal on July 3rd.
Justin Miller has expressed interest in the prairie burn in the Bicentennial Park and has contacted the Oregon Fire Department. They have agreed to participate in the burn this fall to eliminate the sumac, which has overtaken the prairie. Mr. Wollin agreed to meet with Bob and possibly Mark in the park and walk the site to review the status. The committee informed Justin that it would be preferential to cut down the sumac and poison the trunk before the burn, to ensure elimination. Justin agreed to bring a plan to Bob for his signature in Steve's absence.
Steve reported that he and Jake Butterfield, of the Stoughton troop will be meeting on Wednesday to review possible Eagle Scout projects.
Gary Wackett, Town Constable, reported that there has been a significant increase in drinking and loitering in the park. Trash is all over, with beer cans and broken bottles everywhere. It appears that the 6:30 to 8:30 timeframe is when there are the most incidents of trouble. Gary requested that the committee consider closing the park to vehicle traffic for the month of July, with a letter of explanation in the Oregon Observer as to the exact reason. There was some discussion about concerns over closing off the road. What would happen if an ambulance needed to get to the park? Bob felt that the ambulance crew could enter from the Sheil entrance. After much discussion, Bob made the motion to have the article written and then close the park to vehicle traffic for one month, while encouraging a "neighborhood watch". Janine seconded the motion. Motion carried. Bob will make this presentation to the Town Board.
Gary reported that he has received a complaint that there are kids hanging out in the park from 10pm to 2:30am. Gary will report this to the Dane County Sheriff's office.
Janine agreed to contact the neighbor who expressed concern over the garlic mustard in the Town Park. Mark Brylski will look into the swing situation in the Della Street park. Bob will get the signs repaired and re-installed.
The next meeting will be August 6, 2007 @ 6:30pm.
