The meeting was called to order by Steve Root.
The minutes from the previous meeting were read. Bob moved and Steve seconded the motion to approve the minutes. Motion carried.
The minutes for this meeting reflect that there was no quorum present for the July 11th meeting.
Steve reported that he has not yet been able to reach Raandi Schmidt to determine her interest in continuing on the committee. He is attempting to locate a replacement for Nick Brashi, and will also be consulting with the town board to see if they have any recommendations.
Steve presented his list of priorities for the town crew in relation to the town park to the town board. The hard-surface sweep of the paths in the town park has been completed. The installation of posts around the parking lot and partially down Town Park Road to deter motor traffic on non-paved surfaces and the installation of cement pads for the new picnic tables and for the bike rack have a target date of early fall. (This would allow the bike rack to be returned to the park.) The next item presented to the town board was in regards to the potential changing of the posted hours in the parks. While most members of the board agreed with the proposal of dawn to dusk, there was some hesitancy to make the change at this time, due to a report by the constable that most vandalism is happening during normal operating hours and not past curfew. The board has recommended that the hours remain in place for this season, and then perhaps re-assess the possible need for modification.
Equipment in the Town Park:
In early July, the slides in the Town Park were burnt beyond repair and are going to be replaced. There was one witness who came forward to describe the incident of vandalism. Dane County Sheriff’s office has issued citations for arson to 2 minors. If proven, this will hold their parents liable for the repairs. The current replacement bill (including installation) is $1648. All replacement parts have been ordered.
Steve has had the chance to tour all parks in the township. He had the following observations:
Ravenoaks Park is currently having the mowing done every other week. However, it appears that the grass is too long, and Steve will recommend a shorter mowing schedule. The fibermat appears to be fine. In Sheil Park, the grass also needs cutting. The committee needs to replace the non-infant swings, as the existing swings are old and rusty. Bob moved and Steve seconded the motion to replace the swing hangers. Motion carried. Sheil Park will be needing fibermat in 2006.
In the Town Park, the trash is full and needs emptying and additional fibermat is needed. Steve will approach the town crew about potentially spraying the playground area with Round-up before adding fibermat this fall. The improved trail has a dead tree that has fallen over it. He will request that the crew remove it. Also, 3 trails in the park need improvements, and these could become 3 separate Eagle projects.
Bicentennial Park: The vegetation around the signs needs to be controlled and the trails could be widened. There is also one downed tree and there needs to be a prairie burn.
Kennedy Park: The grass needs mowing. Weed control is needed and also fibermat for this fall.
Steve informed the committee that the Planning Commission is working on a 5-year plan. The Park committee proposes that for parks and recreation, improvement be made on the existing parks and that a moratorium be established on further acquisitions at this time, unless the township takes a more active role in maintenance of the parks.
