TOWN OF OREGON ROAD & TRAFFIC SAFETY COMMITTEE

Present: Chairman Wayne Ace, Chris Johnson, Dave Hagemann, Robert Kujawa, & Constable Gary Wackett.

The meeting was called to order at 7:06 PM by Chairman Ace. The March minutes were accepted as presented. The addition of #3(Compression brakes prohibited) of Ordinance Section 9.2.14 Prohibition of Noises Disturbing the Public Peace was approved by the Town Board. The town is responsible for purchasing the sign to be installed on Hwy MM and has been ordered. Dane County will install the sign. Since the road crew is currently working on trimming and ditching the committee will not submit orders for road sign replacements/repairs for another month.

Chairman Ace checked with Decker Sign Company regarding the accepted colors for street name signs. Those colors are blue, green and brown. The standard for street name signs is a 9" blade and upper and lower case letters. Chairman Ace suggested that two street name signs be ordered in blue and be placed at the intersections of Harding Street/ Hwy MM and Netherwood Road/Fish Hatchery Road. This would allow the committee and the public to view them and provide feedback to the committee.

The replacement of yield signs with stop signs will be on the May Town Board meeting agenda for board discussion. There are 20+ yield signs in the town. A draft of a spreadsheet to manage sign inventory was presented by committee member, Dave Hagemann. The committee members made suggestions and Hagemann will continue to work on this format.

The prevailing wage rule, where the threshold for road projects has been lowered to $25,000 was discussed. This rule does not apply to seal coating, maintenance repair or shouldering roads. Chairman Ace reported that he had been in contact with Pam Dunphy (Dane County) and that she will do the request for proposal for major road work and that provisions regarding the prevailing wage rule would be a part of that process.

Resident, Jim Schliem had contacted Chris Johnson with questions regarding the speed limit on Hillcrest Lane. Johnson will respond to Mr. Schliem's questions. The fact that the speed limit on N. Hillcrest Lane was recently changed to 45 mph and the speed limit on S. Hillcrest is 55 mph was discussed and will be on the May Town Board meeting agenda for board input.

Committee communication: Robert Kujawa informed the committee that the new regulation for road signs is they are to be 12' from the edge of the road to the edge of the sign. The distance is currently 6'. He had also inquired about the possibility of placing town street signs on Alliant Energy poles. Alliant Energy does not allow the placement of street signs on utility poles, but they also don't enforce it. However, the town would assume the risk of losing a street sign if the pole was to be replaced or removed. Alliant won't replace the sign.

Wayne Ace plans to attend the April 28, 2010 Road Workshop sponsored by the Dane County Towns Association.
